I've seen opponents whose Mii Racing Suit base points are higher than the limit.

The base points for all of the Mii Racing Suits you own will increase whenever you collect a new type of Mii Racing Suit.
So if someone has a lot of Mii Racing Suits, there are circumstances where their base points will surpass the limit.
