A score and Grand Stars were already recorded on a newly opened course.

Your score for each course, the Grand Stars you collect from them, and your challenge progression in multiplayer will all count toward your progress in the current tour.
If you see scores already recorded on courses before you've raced on them in a tour, it's possible that you have raced in the corresponding cups in multiplayer mode.
